BRIEF HISTORY

. The National Metrology Institute of Pakistan (NMIP) is

- Country's premier organization responsible for maintaining national measurement infrastructure that ensures the reliability and accuracy of measurements in variousfields such as science, commerce, and industry and - A national apex body in the field of Metrology.

 Initially established as NPSL in 1974, under a development project of PCSIR.

 After the dissolution of Department of Weights & Measures (Presidential Executive Order of30-06-1980)the functions laid down in the Weights & Measures (International System) Act 1967, were assigned to NPSL and it started functioning at its present premises in 1983.

 Finally, in 2022 (The NMIP Act No. XIX of 2022 and MoST Notification No.3(8)2011-NPSL-EW dated Oct. 14, 2022), NMIP started its functions under the Ministry of Science and Technology

RECOGNITION

A) INTERNATIONAL:

 Establishment of unbroken chain of traceability of measurement by:

• Membership of BIPM as an NMI in 1987.

• Membership of Asia Pacific Metrology Program in 1998.

• Signing of CIPM MRA (degree of equivalence for Testing & Calibration Results) in 2011 for global acceptance.

 Member state of SAARC Coordination Committee on S & T.

 Member State of ECO-RISCAM (Secretariat of TMB on Metrology).

A) NATIONAL:

. 1st Testing and Calibration laboratory

NMIP (Lab-001) accredited from PNAC in accordance with ISO/IEC 17025 since 2004.

. Proficiency Testing Provider

NMIP (Lab-002) accredited from PNAC in accordance with ISO/IEC 17043 since 2016.

. Development of NQP

Participation with PNAC and PSQCA to meet the Technical Requirements of WTO / TBTs.

ORGANIZATION STRUCTURE

. Realization of SI units and dissemination

Along with derived units as per global practice (NMIP Act 2022, Clause 4)

. Achievement of high level of accuracy

In Test/Calibration measurement

. Establishment and maintenance of the credibility and CMC uploading on KCDB

At National & International level by regularly upgrading and improving CMCs in accordance with ISO/IEC 17025:2017

. Self-sustainability and Sustainable Development Goals

Expanding the scope of Test and Calibration services and improving the clientage and ultimately to become self-sustainable organization for saving Foreign Exchange in context of economic growth of Pakistan

. Securing unbroken chain of traceability

From foreign NMIs for global acceptance of reports issued by NPSL (vide NMIP Act 2022, Clause 4 (E)/2)

. Awareness activities on regular basis

By arranging meeting, seminars, visits etc.on print / electronic media

. Signing of MoUs

With potential customers (NMIP Act 2022, Clause 4 (E)/21)

. Industrial development / trade promotion

Pakistani products through the provision of in-house and on-site testing and calibration and consultancy services

. Regular participation in and provision of ILC and PT programs

(NMIP Act 2022, Clause 4 (E)/12).

ACHIEVEMENT

Analytical and Spectroscopic Measurement (ASM) Laboratory of Chemical Metrology Division (CMD) is the only testing laboratory of Pakistan among 23 Economies of World, which has successful participation in Asia Pacific Economic Cooperation Proficiency Testing Scheme

(Arsenic, Cadmium and Lead)

This PT has been coordinated by Government Laboratory, Government of HKSAR, Hong Kong, China and its final Report is published in May 2023.
